S. , University of Minnesota, 1967. J. D. , University of Minnesota School of Law, 1970. Lawyer, private practice. Prosecuting attorney, United States Court of Appeals, Eighth Circuit, 1970-1971. Member of the Minnesota state house of representatives, 1975-1976. Member of the Minnesota state senate, 1977-1994, and assistant majority leader, 1983-1994. Elected as a Democrat to the One Hundred Fourth and to the three succeeding Congresses (January 3, 1995-January 3, 2003). Unsuccessful candidate for reelection to the One Hundred Eighth Congress in 2002.
