Worked in the non-profit sector. Attorney. Served as president of the New Castle County Council 2001-2005. County Executive of New Castle County 2005-2010. Elected as a Democrat to the United States Senate in the November 2, 2010, special election to the term ending January 3, 2015, a seat previously held by appointed Senator Edward E. Kaufman, and took the oath of office on November 15, 2010. Reelected in 2014, and again in 2020 for the term ending January 3, 2027.
