Office of National Drug Control Policy Reauthorization Act of 2003 - Reauthorizes appropriations for the Office of National Drug Control Policy. Provides for a U.S. Interdiction Coordinator.
Directs: (1) the President to annually submit to Congress a National Drug Control Strategy; and (2) the Director of the Office to submit to Congress a description of a national drug control performance measurement system.
Modifies the High Intensity Drug Trafficking Areas (HIDTA) Program, including authorizing the Director to use specified funds to respond to emerging drug trafficking threats.
Dawson Family Community Protection Act - Requires the Director to ensure that specified funds are used in HIDTAs with severe neighborhood safety and illegal drug distribution problems to: (1) ensure neighborhood safety, including the prevention of witness intimidation; and (2) use methods including operation of a toll-free telephone hotline to report illegal drug activity.
Directs that the Counter-Drug Technology Assessment Center be headed by a Chief Scientist.
National Youth Anti-Drug Media Campaign Reauthorization Act of 2003 - Amends the Drug-Free Media Campaign Act of 1998 to require the Director to determine the overall purposes and strategy of the national media campaign.
Designates a United States Anti-Doping Agency.
Amends the Omnibus Crime Control and Safe Streets Act of 1968 to authorize the Attorney General to make grants to State or local prosecutors for drug treatment alternative to prison programs.
Anabolic Steroid Control Act of 2003 - Amends the Controlled Substances Act to modify the definition of "anabolic steroid" to include androstenedione and specified chemicals.
