S. , Middle Tennessee State University, Murfreesboro, Tenn. , 1971. J. D. , University of Tennessee College of Law, Knoxville, Tenn. , 1973. United States Army, 1971-1972. Lawyer, private practice. Executive director, Tennessee state Democratic Party, 1979. Chair, Tennessee state Democratic Party, 1981-1983. Elected as a Democrat to the Ninety-ninth and to the twelve succeeding Congresses (January 3, 1985-January 3, 2011). Not a candidate for reelection to the One Hundred Twelfth Congress in 2010. Chair, Committee on Science and Technology (One Hundred Tenth and One Hundred Eleventh Congresses).
