Amends the Energy Policy Act of 2005 to make November 8, 2005, the deadline for the Federal Trade Commission's report to Congress on its investigation into whether the price of gasoline is being artificially manipulated by reduction in refinery capacity or by any other form of market manipulation or price gouging practices.
