Summary

Professional Boxing Amendments Act of 2002 - Amends the Professional Boxing Safety Act of 1996 to: (1) require an Indian tribe to establish a boxing commission to regulate professional boxing matches (matches) held on its reservation; (2) prohibit a person from arranging, promoting, or fighting in a match in a State (current law) or Indian land unless the match is approved by the United States Boxing Administration (USBA) (established under this Act) and supervised by a boxing commission that is a member of the Association of Boxing Commissions; (3) require each promoter who intends to hold a match in a State that does not have a boxing commission to notify the USBA and the supervising boxing commission at least 14 days prior to such match that all applicable requirements of this Act will be met; (4) require pre-fight boxer physical examinations to include testing for infectious diseases and to require the presence of an ambulance and emergency medical personnel with appropriate resuscitation equipment during any fight; (5) include Indian tribes, when appropriate, within boxing registration requirements; (6) require (current law urges) a boxing commission to make a health and safety disclosure to a boxer when issuing an identification card; (7) require the USBA (currently the Association of Boxing Commissioners) to develop guidelines for boxing contract requirements and for rating professional boxers; (8) require the sanctioning organization for a match and its promoter to provide certain disclosures within seven days after a match of ten rounds or more; (9) repeal certain confidentiality provisions; and (10) require all judges used in matches to be USBA-licensed.

Directs the USBA to establish and maintain a medical registry of comprehensive medical records and medical suspensions for every licensed boxer.

Establishes the United States Boxing Administration to protect the health, safety, and general interests of boxers. Requires the USBA to maintain a national registry of boxing personnel. Authorizes the USBA to suspend or revoke boxer licenses or registrations, as appropriate.
