Elected as a Republican to the Ninety-fourth and to the fifteen succeeding Congresses (January 3, 1975-January 3, 2007). One of the managers appointed by the House of Representatives in 1986 to conduct the impeachment proceedings against Harry E. Claiborne, judge of the United States District Court for Nevada. One of the managers appointed by the House of Representatives in 1998 to conduct the impeachment proceedings against President William Clinton. Chair, Committee on the Judiciary (One Hundred Fourth through One Hundred Sixth Congresses). Chair, Committee on International Relations (One Hundred Seventh through One Hundred Ninth Congresses).
