Publish What You Pay Act of 2004 - Directs the Securities and Exchange Commission to require certain securities issuers to disclose in their annual and quarterly reports their aggregate payments of $250,000 or greater made in connection with the securing of exploration, development, exploitation, extraction, and production rights for natural resources (oil, gas, and minerals) to any foreign government or other public entity of a foreign country, including taxes, royalties, fees, and other amounts paid in such connection.
Authorizes the Attorney General to bring a civil action in Federal district court to enjoin an act or practice in violation of this Act.
Establishes civil and criminal penalties for violations of this Act.
