Proposing an amendment to the Constitution of the United States to require Members of Congress and the President to forfeit the compensation paid to them starting at the conclusion of each fiscal year until all of the general appropriations bills for the following fiscal year are enacted.
Constitutional Amendment - Requires the compensation paid to Members of Congress and to the President to be forfeited on a per diem basis at the conclusion of each fiscal year until such time as all of the general appropriations bills for the following fiscal year are enacted.
