Commission on the Comprehensive Study of Voting Procedures Act of 2001 - Establishes the Commission on the Comprehensive Study of Voting Procedures to: (1) study and report to the President and Congress on all issues relating to voting procedures in Federal, State, and local elections; and (2) develop recommendations with respect to Federal election matters.
Directs the Attorney General to award grants to eligible State and local government applicants to enable them to implement Commission recommendations.
