To require the use of adjusted census data in the administration of any law of the United States under which population or population characteristics are used to determine the amount of benefits received by State or local governments, and for other purposes.
Requires, in the administration of any Federal program which provides benefits to State or local governments or to other recipients, the use of adjusted data (population data which has been adjusted to correct for over counting, undercounting, or other inaccuracies) obtained in the most recent decennial census in the determination of such eligibility or amount of benefits in lieu of the corresponding unadjusted data from such decennial census.
Prohibits the use of adjusted data obtained in a decennial census for apportionment of Representatives in Congress or in prescribing congressional districts.
