To authorize the State committees appointed to carry out agricultural credit programs under the Consolidated Farm and Rural Development Act to permit the emergency commercial use of land enrolled in the conservation reserve program.
Amends the Food Security Act of 1985 respecting the conservation reserve program to: (1) permit State committees to allow grazing, harvesting, or other commercial forage use of conservation reserve land in response to drought, wildfire, flood, or other similar emergency; and (2) revise the Secretary of Agriculture's authority regarding such use.
