Ordnance and Explosives Risk Management Act - Directs the Secretary of Defense to establish a program manager for unexploded ordnance (UXO) and other abandoned military munitions who shall serve as the single point of contact in the Department of Defense for policy and budgeting issues involving the characterization, remediation, and management of explosives and related risks at former military ranges known or suspected to contain UXO or other abandoned military munitions that pose a threat to human health or safety. Requires the Secretary to develop and maintain an inventory of former military ranges that are known or suspected to contain abandoned munitions, to prioritize each such range according to overall conditions, and to annually update the inventory and prioritization.
Establishes the Abandoned Military Munitions Account, Defense, for the removal and cleanup of abandoned military munitions.
Directs the Secretary to prepare a site security plan for each range listed on the inventory.
Requires the UXO program manager to establish an independent UXO advisory and review panel.
