Amends the Foreign Assistance Act of 1961 to: (1) require the Secretaries of Defense and State to include in a required annual foreign military training report information on U.S. and non-U.S. Government personnel, including contractors, involved in each military training activity; (2) require information concerning foreign military personnel provided training to be in unclassified form; (3) require the Secretary of State to prepare and submit to the appropriate congressional committees an annual report on all foreign police training, advice, or financial support provided; and (4) require such Secretaries and the heads of each appropriate department or agency to jointly develop and maintain a database on each foreign military and law enforcement participant in education and training activities conducted by the U.S. Government after December 31, 2001.
Establishes a task force to assess the kind of education and training that is appropriate for the Department of Defense to provide to military personnel of foreign countries.
