Budget First Act - Amends the Congressional Budget Act to require a three-fifths majority vote in the Senate to waive the point of order against consideration of budget-related legislation before a concurrent resolution on the budget is adopted.
Amends rule XIII of the Rules of the House of Representatives to prohibit the Committee on Rules from reporting a rule or order proposing that such point of order be waived by a vote of less than three-fifths of the Members.
