Title I: Recommended Levels and Amounts - Lists recommended budgetary levels and amounts for FY 2001 through 2011 with respect to: (1) Federal revenues; (2) new budget authority; (3) budget outlays; (4) surpluses; (5) public debt; (6) debt held by the public; and (7)
social security revenues, outlays, and administrative expenses.
(Sec. 102) Lists the appropriate levels of new budget authority and outlays for specified major functional categories for FY 2001 through 2011.
(Sec. 103) Directs the Senate Finance Committee to report a reconciliation bill by May 18, 2001, that consists of changes in laws within its jurisdiction sufficient to reduce revenues by no more than$1.25 trillion and increase the total level of outlays by no more than $100 billion for the period of FY 2001 through 2011. Requires $100 billion of such revenues and outlays to be available only for FY 2001 through 2002. Prohibits such legislation, when taken together with all previously-enacted legislation (except that enacted pursuant to section 211), from reducing the on-budget surplus below the level of the Medicare Hospital Insurance Trust Fund (Medicare Trust Fund) surplus in any fiscal year covered by this resolution.
Expresses the sense of Congress that of the total amount reconciled in this section, $100 billion will be for an economic stimulus package over the next two years.
(Sec. 104) Provides a reconciliation instruction for the House of Representatives Committee on Ways and Means similar to that set forth for the Senate in the preceding section.
Title II: Budget Enforcement and Rulemaking - Subtitle A: Budget Enforcement - Sets forth prohibitions on advance appropriations in the House and Senate. Excepts advance appropriations for FY 2003 for specified accounts identified for advance appropriations and for the Corporation for Public Broadcasting. Waives the point of order on advance appropriations in the Senate only by an affirmative three-fifths majority vote.
Expresses the sense of Congress that the Budget Enforcement Act of 1990 should be amended to address procedures for advance appropriations for fiscal years beginning with FY 2003.
(Sec. 203) Requires the chairman of the Senate Budget Committee, whenever a bill or joint resolution becomes law that increases the discretionary spending limit for FY 2002 set out in the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act), to increase the section 302 allocation called for in the Congressional Budget Act of 1974 to the appropriate Appropriations Committee and to adjust all other budgetary aggregates and levels contained in this resolution.
Provides a point of order in the Senate against consideration of legislation that exceeds certain discretionary spending limits in the defense and nondefense categories for FY 2002. Makes this point of order inapplicable if a declaration of war is in effect. Waives such point of order only by an affirmative three-fifths majority vote.
(Sec. 204) Requires, in the House, that the joint explanatory statement accompanying the conference report on any budget resolution include in the allocation to the Appropriations Committee amounts for the discretionary administrative expenses of the Social Security Administration (SSA). Requires, in the House, that estimates of the level of total new budget authority and outlays provided by a measure pursuant to the Congressional Budget Act of 1974 include any discretionary amounts provided for the SSA.
Subtitle B: Reserve Funds - Authorizes the appropriate Budget Committee chairman, if the Senate Finance Committee or House Committees on Ways and Means or Energy and Commerce reports legislation to reform Medicare and improve the access of beneficiaries to prescription drugs, to revise committee allocations, aggregates, and allocations of budget authority and outlays in this resolution by the amount provided in such legislation, with a specified limitation.
Authorizes the appropriate chairman of the Budget Committee, if the Senate Finance Committee or House Committees on Ways and Means or Energy and Commerce reports legislation that repeals the 15 percent reduction in payments under the Medicare program to home health agencies enacted by the Balanced Budget Act of 1997 and scheduled to go into effect on October 1, 2002, to increase the allocation of new budget authority and outlays and other budgetary aggregates and levels by the amount provided in such legislation with specified limitations and subject to the condition that the legislation may not, when taken together with all previously-enacted legislation (except for Medicare reform legislation), reduce the on-budget surplus below the level of the Medicare Trust Fund surplus in any fiscal year covered by this resolution.
(Sec. 212) Authorizes the appropriate chairman of the Budget Committee, if the Senate Finance Committee or the House Committee on Energy and Commerce reports legislation that provides States with the opportunity to expand Medicaid coverage for children with special needs, to revise committee allocations, budgetary aggregates, and allocations of new budget authority and outlays in this resolution by the amount provided by such legislation, with specified limitations and subject to the condition that such legislation may not, when taken together with all previously enacted legislation (except that enacted pursuant to section 211), reduce the on-budget surplus below the level of the Medicare Trust Fund surplus in any fiscal year covered by this resolution.
(Sec. 213) Authorizes the appropriate Budget Committee chairman, if the Senate Agriculture, Nutrition, and Forestry Committee or the House Agriculture Committee reports legislation to reauthorize the Federal Agriculture Improvement Act of 1996, title I of such Act, and other agricultural production legislation, to increase the allocation of new budget authority and outlays to the committee for FY 2003 through 2011 by the amount provided by such legislation, with specified limitations and subject to the condition that such legislation, when taken together with all previously-enacted legislation (except that enacted pursuant to section 211), may not reduce the on-budget surplus below the level of the Medicare Trust Fund surplus in any fiscal year covered by this resolution.
(Sec. 214) Provides that if the Congressional Budget Office budget and economic outlook update for FY 2002 through 2011 estimates an on-budget surplus for any of FY 2001 through 2011 that exceeds that set forth in the corresponding outlook for FY 2001, the House Budget Committee chairman may, in an amount not to exceed the increase in the surplus for that fiscal year, reduce the recommended level of Federal revenues and make other adjustments for such year and/or reduce the appropriate level of the public debt, increase the surplus amount, and make other appropriate adjustments for such year.
(Sec. 215) Authorizes the appropriate Budget Committee chairman, if the Senate Committee on Health, Education, Labor, and Pensions or the House Committee on Education and Workforce reports legislation that provides additional resources for legislation that repeals the replacement interest rate structure for student loans scheduled to occur on July 1, 2003, to increase the allocation of new budget authority and outlays to the committee by the amount provided by such legislation, with specified limitations and subject to the condition that such legislation, when taken together with all previously-enacted legislation (except that enacted pursuant to section 211), may not reduce the on-budget surplus below the level of the Medicare Trust Fund surplus in any fiscal year covered by this resolution.
(Sec. 216) Allows the appropriate Budget Committee chairman, if the Senate Finance Committee or House Ways and Means Committee reports legislation that provides health insurance for the uninsured, to revise committee allocations and other budgetary aggregates and allocations of new budget authority and outlays and to revise revenue aggregates and other aggregates and allocations by the amount provided by such legislation, with specified limitations and subject to the condition that such legislation, when taken together with all previously-enacted legislation (except that enacted pursuant to section 211), may not reduce the on-budget surplus below the level of the Medicare Trust Fund surplus in any fiscal year covered by this resolution.
(Sec. 217) Authorizes the Senate Budget Committee chairman, if the President submits a budget amendment and the Appropriations or Armed Services committees report legislation that provides additional resources for defense spending in response to the recommendations of the President's National Defense Review, to increase the allocation of new budget authority and outlays to the committee for FY 2002 by the amount provided by such legislation, provided that it does not, when taken together with all previously-enacted legislation (except that enacted pursuant to section 211), reduce the on-budget surplus below the level of the Medicare Trust Fund surplus in any fiscal year covered by this resolution.
(Sec. 218) Authorizes the House Budget Committee chairman, to adjust aggregates and committee allocations of new budget authority and outlays FY 2002 for a bill making appropriations for the Department of Defense (DOD) for FY 2002 and, for FY 2002 through 2011, for a bill making DOD appropriations, providing a prescription drug benefit, and other appropriate legislation. Bars such legislation, when taken together with all previously-enacted legislation (except that enacted pursuant to section 211), from reducing the on-budget surplus below the level of the Medicare Trust Fund surplus in any fiscal year covered by this resolution.
Subtitle C: Miscellaneous Provisions - Provides for the application and effect of changes in allocations and aggregates made pursuant to this resolution.
Sets forth provisions regarding enforcement of this resolution and the Congressional Budget Act of 1974 in the House and the Senate.
Title III: Sense of the Senate and Congress Provisions - Subtitle A: Sense of the Senate - Expresses the sense of the Senate with respect to: (1) conservation funding; (2) increased funding for helping the neediest countries cope with HIV/AIDS and associated infectious diseases; (3) increased appropriations for consolidated health centers; (4) increased funding for Department of Justice State and local law enforcement grant programs; (5) Coast Guard funding; (6) funding for the national food safety infrastructure; (7) increased funding for renewable energy research and development; and (8) increased education funding.
Subtitle B: Sense of the Congress - Expresses the sense of Congress regarding: (1) expansion of Individual Development Accounts for asset building of the working poor; (2) support of the Assistance to Firefighters grant program; (3) funding for graduate medical education conducted at independent children's teaching hospitals, emphasis on community health centers, and the Ryan White CARE Act; (4) concurrent retirement and disability benefits to retired members of the armed forces; (5) parallel adjustments of Federal civilian and military pay; and (6) deductibility of State sales tax.
