Expressing the sense of Congress that Congress should act quickly to enact significant election administration reforms which may be implemented prior to the regularly scheduled general elections for Federal office held in 2002.

Expresses the sense of Congress that: (1) Congress should enact election administration reforms that may be implemented before the regularly scheduled Federal general elections in 2002; (2) the reforms enacted should be thorough, have clear and reasonable goals, and demonstrate the Federal Government's commitment to ensure that elections will be administered fairly and effectively; and (3) Congress should assist the States in implementing any new standards proposed or established as part of the reforms.
