Expresses condolences to the families, friends, and loved ones of the victims of the crash of American Airlines Flight 587 on the Rockaway Peninsula in Queens County, New York, on November 12, 2001.

Expresses sympathies to the people of the Dominican Republic, the Dominican community in New York City, and to the people of the Rockaway community.

Commends the heroic actions of the rescue workers, volunteers, and State and local officials who responded to this tragic event with courage, determination, and skill.
