A signing statement is issued as a bill becomes law, and often sets out how the president reads it or which parts they consider unenforceable. Each row links to the bill on the congressional side, where the votes that passed it are recorded. The statements come from GovInfo's compilation of presidential documents, which runs from 2001 forward.
