Requires railroad carriers to annually transmit to the Secretary of Transportation a plan for providing notification to local emergency responders before transporting hazardous materials through their jurisdictions.
Directs the Secretary to require carriers to periodically demonstrate that the plan's procedures provide local emergency responders adequate notice.
