Authorizes appropriations for FY2007-FY2011 to the Department of Veterans Affairs for the Veterans Health Administration for Medical Services for mental health care for veterans.

Requires an annual report from the Secretary of Veterans Affairs to the congressional veterans' committees describing progress in meeting each milestone specified in the Department's national mental health strategic plan.
