Commends the people and the Governments of the Hashemite Kingdom of Jordan, the Kingdom of Morocco, the Kingdom of Bahrain, the State of Kuwait, the State of Qatar, the Sultanate of Oman, and the Republic of Yemen for their progress toward political and economic liberalization.
Expresses hope that such countries' progress toward democratization will continue and will serve as a model for other Arab countries.
Reaffirms the friendship between the people of the United States and the peoples of such countries.
Supports enhancing bilateral congressional-parliamentary exchanges with Arab and Muslim countries.
