Rule waives the requirement of clause 6(a) of rule XIII for a two-thirds vote to consider a report from the Committee on Rules on the same day it is presented to the House with respect to any resolution reported on the legislative day of March 17, 2005, providing for consideration of a bill relating to the rights of an incapacitated person or persons.

The House Committee on Rules reported an original measure, H. Rept. 109-21, by Mr. Gingrey.
