Designates the U.S. courthouse at 2500 Tulare Street in Fresno, California as the "Robert E. Coyle United States Courthouse." Makes this Act effective on the date that Senior Judge Robert E. Coyle relinquishes or otherwise ceases to hold a position as an Article III judge.
