Directs the Secretary of Energy, in partnership with the private sector, to implement a program to address the ability of domestic automobile manufacturers to manufacture commercially available competitive hybrid vehicle technologies in the United States.

States the objective of the program is to accelerate improvement of: (1) batteries and other rechargeable energy storage systems; (2) power electronics; (3) hybrid systems integration; and (4) other technologies for use in hybrid vehicles.
