Establishes a HEA grants program for promoting teacher certification and licensing. Authorizes the Secretary of Education to make such grants to institutions of higher education for programs, projects, and activities to encourage professionals and other interested persons to become certified or licensed teachers. Includes among authorized activities developing curricula and support programs and recruitment strategies.
