Amends the Energy Reorganization Act of 1974 to grant whistleblower protections to employees of the Nuclear Regulatory Commission and the Department of Energy.
Authorizes a civil action for Federal court determination de novo of a complaint alleging discrimination in violation of such protections if the Secretary of Labor does not: (1) issue a final decision within 180 days after the filing of the complaint; and (2) the Secretary does not show that the delay is caused by the bad faith of the claimant.
