Summary

Antibullying Campaign Act of 2004 - Directs the Secretary of Education to make matching grants to applicant States for antiharassment programs that prohibit harassment in public schools and on public school grounds for any reason.

Directs the Secretary to study and report to Congress on harassment in public schools.
