COLA Fairness Act of 2004 - Requires the Bureau of Labor Statistics of the Department of Labor to establish, for 14 specified regions in the United States, monthly regional consumer price indices for computation of cost-of-living increases for Social Security and Medicare (title XVIII of the Social Security Act) benefits.
