Accountability and Transparency in Federal Campaigns Act of 2003 - Amends the Federal Election Campaign Act of 1971 (FECA), as amended by the Bipartisan Campaign Reform Act of 2002, to require: (1) the Federal Election Commission (FEC) to require at least 75 percent of contributions accepted by candidates for the House of Representatives or the Senate to come from in-State residents; and (2) a monthly report to the FEC by each authorized committee of a candidate identifying each contribution of $200 or more received during the month, the contributor, the name of the candidate, and the office sought.
