Congressional Pay for Performance Act - Provides that, if the Congress has not passed all general appropriation bills before the beginning of a fiscal year, then the permanent appropriation for the compensation of Members of Congress shall not be effective for such fiscal year.
Makes it out of order for either the House of Representatives or the Senate to consider the legislative branch appropriation bill for any fiscal year until other general appropriation bills for such fiscal year have been presented to the President.
