To extend the deadlines under part I of the Federal Power Act for commencement of construction of two hydro-electric projects in the State of New York.
Instructs the Federal Energy Regulatory Commission, upon licensee request, to extend the time period to commence the construction of projects numbered 4244 and 10648, for three consecutive two-year periods.
Provides for reinstatement of expired licenses.
