Summary

Coastal Zone Management Reauthorization Act of 2003 - Amends the Coastal Zone Management Act of 1972 to reauthorize administrative matching grants to coastal States for the purpose of administering, amending, or modifying States' coastal zone management programs.

Requires the Secretary to allocate funds to coastal States in an equitable manner which ensures that eligible coastal States receive increased funding for each fiscal year for which total program appropriations have increased.

Earmarks certain funds to implement State coastal nonpoint pollution control programs.
