Summary

Expresses: (1) gratitude to the Government and people of the Philippines for their sympathy and support since September 11, 2001; (2) sympathy to the Filipino victims of terrorism and their families; and (3) support for such Government's efforts to prevent and suppress terrorism.

Affirms the U.S. commitments to the Philippines as expressed in the Mutual Defense Treaty signed at Washington on August 30, 1951.

Acknowledges and pledges continued assistance in addressing the economic and military needs of the Philippines.
