Urges the President to suspend all relations with Yasser Arafat and the Palestinian Authority if they fail to take specified action to stop Palestinian terrorist groups from committing acts of terrorism. Urges the President to insist that countries harboring or materially supporting Palestinian terrorist groups end their support, dismantle the groups, and bring them to justice.
