Requires the Secretary of Labor to: (1) establish a trade adjustment assistance program for domestic operators of motor carriers who are adversely affected by competition from foreign owned or operated motor carriers; and (2) put in place a system to collect data on adversely affected service workers, including number by State, industry, and cause of dislocation.
