American Dream Downpayment Act - Amends the Cranston-Gonzalez National Affordable Housing Act to direct the Secretary of Housing and Urban Development to make grants to participating jurisdictions for downpayment assistance to low-income, first-time home buyers.
Amends the Housing Opportunity Program Extension Act of 1996 to authorize appropriations for the self-help housing homeownership program.
Amends the United States Housing Act of 1937 to extend, and authorize appropriations for, the HOPE VI program.
