The Hazardous Material in Transportation Protection Act of 2001 - Amends Federal transportation law to prohibit a State from issuing an individual a license to operate a motor vehicle transporting a hazardous material in commerce unless the Secretary of Transportation has first determined that such individual does not pose a security risk.. Requires the Attorney General, upon the request of a license-issuing State, to carry out a background records check on the individual. Revises Federal driver fitness standards to accord with this Act.
