Prompt Compensation Act of 2002 - Amends the Declaration of Taking Act to require (current law authorizes): (1) the petitioner in a proceeding instituted in a U.S. court outside of the District of Columbia for the acquisition of land for public use, to file within 90 days after filing the petition (currently, at any time before judgment) a declaration that such lands are thereby taken; (2) the petitioner, upon filing such declaration, to deposit with the court the amount estimated by the acquiring authority to be just compensation for the land taken; and (3) the court, upon application of the parties in interest, to order that such compensation be awarded.
