Summary

Establishes a Victims of Terrorism Memorial Advisory Board to raise funds to design, construct, and maintain a Memorial on Federal lands in the District of Columbia and its environs to victims who died as a result of terrorist acts against the United States or its people, at home or abroad, except those individuals identified by the Attorney General as participating or conspiring in terrorist-related activities.

Directs the Secretary of the Interior to detail to the Advisory Board any staff necessary to assist Board members in carrying out its responsibilities.

Authorizes the Board to accept donations on behalf of the United States for the Memorial.

Requires transfer of any excess funds remaining after establishment of the Memorial, or upon expiration of the authority for it, into the account established in the Treasury for receipt of all moneys provided for maintenance.
