Victory Bonds Act of 2001 - Instructs the Secretary to issue Victory Bonds in response to the acts of terrorism perpetrated against the United States on September 11, 2001.
Mandates that proceeds from the issuance of Victory Bonds be used to raise funds to: (1) assist in recovery and relief operations following the terrorist acts, including humanitarian assistance; and (2) combat terrorism.
