Directs the Administrator of the FAA to expand its Federal Air Marshal program to increase the number of air marshals on domestic and international flights of U.S. air carriers.
Directs the Administrator of the FAA to modify certain Federal aviation regulations to require each Air Carrier Certificate holder to include in its carry-on baggage program a requirement that, with specified exceptions related to children or disabled persons, each air passenger be limited to one piece of carry-on baggage that meets specified size dimensions.
Authorizes the Administrator of the FAA to impose a fee of not more than $3.00 per domestic flight segment to carry out the requirements contained in this Act.
