Children's Air Travel Protection Act - Amends Federal aviation law to prohibit an air carrier or foreign air carrier from providing air transportation to: (1) an unaccompanied minor under the age of 18 without a written certification of a custodial parent's, foster parent's, or legal guardian's permission; or (2) a minor under the age of 18 that is accompanied by a person that is 18 years old or older unless such person certifies, in writing, that the minor has permission of the custodial parent, foster parent, or legal guardian to travel with such person.
Sets forth both civil and criminal penalties for knowingly false certification to an air carrier or foreign air carrier of parental or guardian permission with respect to a minor who is in fact a missing minor.
