To require that the Bureau of the Census prepare and submit to Congress a detailed plan for counting overseas Americans in future decennial censuses, and for other purposes.
Prohibits the Department of Commerce from obligating any amount to implement the 2003 American Community Survey until: (1) the Director of the Census has submitted to the Secretary of Commerce a plan for the counting of overseas Americans in future decennial censuses of population; (2) the Secretary has certified that the Secretary has approved such a plan and that all necessary implementing regulations have been promulgated; and (3) the Secretary has submitted a report justifying the decision of the Bureau of the Census, in connection with the 1990 and 2000 censuses, to count overseas Americans selectively.
