Directs the Speaker of the House of Representatives and the Majority Leader of the Senate to seek to enter into negotiations with appropriate officials of the State Duma and the Federation Council of the Russian Federation for the establishment of a joint task force on antiterrorism to provide for increased cooperation between the U.S. Congress and the Russian Federation Parliament on issues relating to antiterrorism.
