Clean Air and Geoengineering Prohibition Act.
This bill would prohibit the release of atmospheric contaminants into the airspace above Wyoming, with the exception of cloud seeding and other specified actions. The bill would authorize the director of the Department of Environmental Quality to monitor compliance with the requirements of the bill. The Department of Environmental Quality would also be authorized to issue cease and desist orders to persons violating the requirements of the bill. The bill would prohibit retaliation against persons who report violations. The bill provides legislative findings, several definitions, criminal penalties for violations, additional full-time positions for the Department of Environmental Quality as well as appropriations to pay for those positions. The bill would also require the Department of Environmental Quality to promulgate all necessary rules.
