Summary

ON APRIL 15, 2026, THE SENATE ADOPTED AMENDMENT #1 AND PASSED SENATE BILL 2452, AS AMENDED. AMENDMENT #1 rewrites this bill to authorize consumption of alcoholic beverages and beer on the premises of a temporary special event zone located within a central business improvement district in Davidson County, subject to approval of a local ordinance establishing such zone. Consumption of alcoholic beverages and beer on the premises of a temporary special event zone is authorized only: (1) For the duration of an event approved by a temporary special event zone ordinance that is conducted within the premises as described and approved by the temporary special event zone ordinance; and (2) If alcoholic beverages and beer are sold or served by a licensed establishment in an event-designed to-go cup within the temporary special event zone; provided, that a licensed establishment is not required to use an event-designed to-go cup for pur poses of consumption on the premises of the licensed establishment. For purposes of this amendment, an "event-designed to-go cup"" is a cup that is designed by the organization named in the temporary special event zone ordinance and county permit application that is sold by a licensed establishment within the premises app roved and described by the temporary special event zone ordinance and that has affixed to such cup a sticker identifying the licensed establishment that sold the alcoholic beverage or beer. ON APRIL 21, 2026, THE HOUSE SUBSTITUTED SENATE BILL 2452 FOR HOUSE BILL 2341, ADOPTED AMENDMENT #1, AND PASSED SENATE BILL 2452, AS AMENDED. AMENDMENT #1 makes the following changes:  Revises the definition of ""premises"" to refer to one or more establishments licensed that are located within or adjacent to a premises for which a license has been issued under a festival operator or a special occasion license in conjunction with an event approved by a temporary special event zone ordinance in Davidson county.  Removes that a ""premises"" referred to above includes the public rights-of-way and publicly owned property located within the premises as described and approved by a temporary special event zone ordinance.  Revises when consumption of alcoholic beverages and beer on the premises is authorized for events licensed and authorized under a temporary special event zone ordinance, and for the duration of an event approved by the commission. In order for an alcoholic beverage or beer sold by a licensed establishment to be consumed by customers outside its regular licensed premises in the larger event premises, the alcoholic beverage or beer must be in an event-designed to-go cup that is purchased from the designated event permit holder.  Removes the term ""Temporary special event zone ordinance"" and its definition.  Provides that only the organization named in the temporary special event zone ordinance and county permit application may sell an event-designed to-go cup to the licensed establishments.  Removes the authority for by the organization named in the temporary special event zone ordinance and county permit application to sell by an establishment licensed within the premises approved and described by the temporary special event zone ordinance and that has affixed to such cup a sticker identifying the licensed establishment that sold the alcoholic beverage or beer.  Provides that for purposes of consumption on the premises, an alcoholic beverage or beer must be in an event-designed to-go cup that is labeled in a manner that identifies the licensed establishment that sold the alcoholic beverage or beer at retail to a patron  Defines an ""event-designed to-go cup"" as a cup designed by the organization named in the temporary special event zone ordinance and the county permit application, and sold by an establishment licensed within the premises approved by the commission. ON APRIL 22, 2026, THE SENATE CONCURRED IN HOUSE AMENDMENT #1."
