ON APRIL 15, 2026, THE SENATE ADOPTED AMENDMENT #1 AND PASSED SENATE BILL 2613, AS AMENDED. AMENDMENT #1 r ewrites this bill to revise the Convention Center Authorities Act of 2009 as the Convention Center and Agricultural Exposition Authorities Act. Generally, present law authorizes county, metropolitan government or incorporated city or town to adopt a resolution to authorize the local government's chief executive officer to form a convention center authority and appoint a board of directors for the authority. An authority's board of directors may exercises powers, including the power to is sue bonds to pay the costs of projects, which includes a ny land, improvement, structure, building or part of a building comprised of facilities for conventions, p ublic assemblies, conferences, trade exhibitions or other business, social, cultural, scientific and public interest events, along with any associated hotel accommodations; transportation infrastructure; tourism, theatre, retail business and commercial of fice space facilities; parking facilities or any other structure or facility constructed, leased, equipped, renovated or acquired for any of the purposes set forth in this chapter, and also includes, but is not limited to, parks, greenways, open spaces, r oa ds, streets, highways, curbs, bridges, flood control facilities and utility services, such as water, sanitary sewer, electricity, gas and natural gas and telecommunications that are constructed, leased, equipped, renovated or acquired as a supporting syst em or facility; provided, that any such supporting system or facility is dedicated for public use . This amendment authorizes the establishment of an agriculture exposition authority in the same manner and with the same powers as a convention center authority. This amendment authorizes an agriculture exposition authority to use its bond revenue for costs associated with agricultural exposition facilities, including exhibition buildings and facilities, together with all associated facilities and supporting systems; provided, that any such supporting system or facility is dedicated for public use . This amendment adds that, i f an agricultural exposition facility owned by an authority is leased or used by a nonprofit organization to operate an agricultural fair at least once a year, the organization that operates such agricultural fair may appoint an additional director as a voting member of the authority's board of directors, for such period as the organization has a lease or other agreement to use the facility.
