SB 1585

Directs the Higher Education Coordinating Commission to conduct a study of the condition of Oregon's post-secondary education system and to develop detailed recommendations for the design, implementation and operation of a viable and superior institutional framework.

Requires law enforcement agencies to require officers to wear uniforms with specified identifying information.

Modifies the offense of making a false report of child abuse.

Modifies the crime of theft of services to include partial payments.

Adds new requirements for obtaining an initial license to operate and maintain a hospice program.

Declares this state's policy to protect engagement in certain activities relating to reproductive health care and gender-affirming treatment.

Allows an increase in the residential rates of a public utility to take effect from November 1 to March 31 for public utilities other than public utilities that provide electricity or natural gas services.

Requires an electric utility to disclose to its customers the costs of storing nuclear waste produced by an energy facility in generating electricity.

Modifies the crime of criminal mischief in the first degree by expanding the types of telecommunications entities whose property may be subject to ORS 164.365.

Authorizes a public utility, upon approval by the Public Utility Commission, to issue bonds and securitize debt for costs and expenses incurred or to be incurred by the public utility associated with a self-insurance or captive insurance program.

Amends the Workers' Benefit Fund assessment statute to direct the Department of Consumer and Business Services to set an additional assessment rate in order to deposit in a new BOLI Expenses Fund at least the greater of a minimum dollar amount or 12 months of projected expenses to fund the duties of the Commissioner of the Bureau of Labor and Industries, subject to a cap on the costs of new positions, to reimburse certain related expenses of the Director of the Department of Consumer and Business Services and to create and maintain a 12-month reserve in the new fund.

Requires each electric company to develop an inclusive utility investment program to provide financing for customers' energy efficiency upgrades or renewable energy projects.
