Directs the State Board of Pharmacy to issue a license to operate a mobile pharmacy to a qualified applicant.

Increases the state transient lodging tax.

Requires law enforcement agencies to require officers to wear uniforms with specified identifying information.

Allows net local transient lodging tax revenue to be used for resiliency grants for small businesses in the restaurant and lodging industry.

Directs school districts to adopt policies that provide for the immediate enrollment, school placement and provision of services to homeless students.

Requires the compilation of data about students who are regular attenders or who are chronically absent.

Establishes the Oregon Imagination Library Program to provide a free book each month to eligible children, encourage children to develop a love of reading and learning and improve school readiness, third-grade reading proficiency and high school graduation rates.

Directs the Department of Early Learning and Care to provide standardized information on all publicly funded early learning and care programs and resources available in this state to people who apply for or are placed on the waitlist for the Employment Related Day Care subsidy program.

Directs school district boards and governing bodies of institutions of higher education to adopt policies that address how the school district or the institution of higher education will respond when a federal immigration authority enters school property or a campus.

Directs the Higher Education Coordinating Commission to conduct a study of the condition of Oregon's post-secondary education system and to develop detailed recommendations for the design, implementation and operation of a viable and superior institutional framework.

Directs schools to have a cardiac emergency response plan as part of the procedures for responding to medical emergencies.

Expands the goals and purposes of the Prosperity 10,000 Program.
